Fitment factor 2.28. Fitment factor 2.86. Fitment factor &#8220;still pending.&#8221; It sounds technical, but the idea underneath it is fairly simple, and once it clicks, most of the confusing headlines about pay commissions start making a lot more sense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here&#8217;s the short version: The fitment factor is the number the government multiplies your existing basic pay by to work out your new basic pay under a fresh Pay Commission. That&#8217;s it. The complicated part isn&#8217;t the maths. It&#8217;s what that number is actually hiding.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The formula, and why it&#8217;s not as simple as it looks<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The formula itself takes one line:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Revised Basic Pay = Current Basic Pay \u00d7 Fitment Factor<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\ud83d\udca1 <em>Want to see how different multipliers affect your take-home pay? Multiply the two and your new basic pay is \u20b960,000, before it gets rounded to the nearest matching cell in the official pay matrix.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two things are easy to miss here, and both matter for planning your finances around a pay revision:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The fitment factor only touches basic pay. Allowances like HRA and Transport Allowance are recalculated afterwards, as a percentage of your new basic. The multiplier doesn&#8217;t apply to them directly.<\/li>\n\n\n\n<li>Dearness Allowance resets to zero the moment the new pay structure kicks in. You start earning DA again from scratch on your new, higher basic.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">There&#8217;s no textbook equation that spits out the fitment factor itself, by the way. It&#8217;s arrived at through negotiation between employee unions pushing for a higher number and the Finance Ministry weighing what the exchequer can absorb, informed by inflation data, past precedent and how much fiscal room the government has that year.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Where the idea came from: The Aykroyd Formula<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The logic behind India&#8217;s minimum government pay goes back further than most people realise. It starts with a nutritionist, not an economist.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr Wallace Aykroyd worked out what an average Indian worker needed to eat, wear and live on to stay healthy: 2,700 calories a day, 18 yards of cloth a year, housing at the rate set under the government&#8217;s industrial housing scheme, plus a slice for fuel and lighting. The <a href=\"https:\/\/pib.gov.in\/newsite\/PrintRelease.aspx?relid=81227\" target=\"_blank\" rel=\"noopener\">15th Indian Labour Conference<\/a> adopted these norms in 1957 as the basis for a &#8220;need-based&#8221; minimum wage, built around what a family actually requires rather than what an employer can get away with paying.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The conference assumed a household of four: the earning member counted as one full consumption unit, their spouse as 0.8, and each of two children as 0.6, adding up to three units in total. That framework has quietly outlived Aykroyd himself. The 7th Pay Commission leaned on it to justify a minimum basic pay of \u20b918,000 in 2016, and employee federations are still invoking it today. The FNPO, for instance, has used Aykroyd-based calculations to argue for a \u20b954,000 minimum and a 3.0 fitment factor ahead of the 8th CPC.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How the fitment factor has changed with each pay commission<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The single-multiplier system readers are used to now is actually fairly recent. The 6th Pay Commission didn&#8217;t use one uniform number at all. It worked through a mix of running pay bands and a separate &#8220;Grade Pay&#8221; add-on, with a minimum fitment benefit of 40% over pre-revised basic pay plus DA. It&#8217;s often shorthanded as &#8220;1.86&#8221; in comparisons, but that figure is really an average effective rate, not a single clean multiplier the way later commissions used.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 7th Pay Commission is what made &#8220;fitment factor&#8221; a household term. It replaced the pay-band-and-grade-pay system with an 18-level pay matrix and applied one uniform factor, 2.57, to every employee, regardless of grade. None of it is official yet, and we&#8217;ll get into exactly where things stand further down.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why a 2.57 fitment factor never meant a 157% raise<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This is the part almost nobody explains properly, and it&#8217;s the reason so many employees felt shortchanged after the 7th CPC despite what looked like a huge multiplier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A fitment factor of 2.57 sounds like your pay should rise by 157%. It didn&#8217;t, and the reason comes down to Dearness Allowance. Between Pay Commissions, DA climbs every six months, tracking inflation. By the time a new Commission is implemented, DA has usually reached somewhere between 50% and 125% of basic pay. When the new pay structure arrives, that DA gets folded straight back into basic pay. So the fitment factor isn&#8217;t handing you 2.57 times &#8220;new money.&#8221; It&#8217;s first absorbing money you were already being paid, and only the leftover counts as a genuine increase.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Run the numbers on a \u20b910,000 basic pay just before the 7th CPC landed. With DA at 125%, that employee was already taking home \u20b922,500 in basic-plus-DA. Apply the 2.57 factor and the new basic comes to \u20b925,700. The real gain: about \u20b93,200, or roughly 14%. What matters is how much DA it&#8217;s absorbing versus how much is genuinely new.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Where things stand with the 8th Pay Commission right now<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A quick reality check before you go looking for a confirmed fitment factor: there isn&#8217;t one yet, and there won&#8217;t be for a while.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 8th Central Pay Commission was formally constituted on 3 November 2025, chaired by Justice Ranjana Prakash Desai. It has 18 months from that date to submit its report, which puts the likely submission window around May 2027. The government confirmed this timeline in Parliament in August 2026 without committing to finishing earlier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consultations are still underway. The window for stakeholders to submit formal memoranda ran from March to mid-June 2026 and has since closed, but the Commission continues holding regional meetings with employee associations and pensioner groups. Kolkata, Bhubaneswar, Lucknow, Ladakh and Delhi are done, with Jaipur, Chennai, Puducherry, Chandigarh and Bengaluru still on the calendar through October 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On DA specifically: the Cabinet approved a routine increase from 58% to 60% effective January 2026, which is just the ordinary twice-yearly adjustment and has nothing to do with the new Commission. The Finance Ministry has also stated plainly that there&#8217;s no proposal on the table to merge DA into basic pay before the 8th CPC reports, despite unions continuing to push for exactly that.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So where does that leave the widely shared numbers? Figures like 1.92, 2.28 and 2.57 keep showing up in 8th Pay Commission calculators and news pieces, and they&#8217;re worth using to get a rough feel for what a revision might mean for your own pay. The first, the fitment method, simply multiplies your existing basic pension by the new factor. It&#8217;s straightforward, but not always the most generous option. The second, notional pay fixation, re-creates your career as if you were still serving on the day the new Commission takes effect: your pay gets walked through the new pay matrix based on the increments you would have earned, and your revised pension is set at 50% of that notional final pay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pensioners have historically been allowed to take whichever of the two produces the higher number. This <a href=\"https:\/\/www.deccanherald.com\/business\/cabinet-approves-changes-pension-benefits-2003388\" target=\"_blank\" rel=\"noopener\">became formal policy after the 7th CPC<\/a> through a Department of Pension &amp; Pensioners&#8217; Welfare order in August 2016, and the government&#8217;s own reasoning at the time was that the notional-pay method was simply the fairer, more workable option, even though it cost the exchequer an extra \u20b95,000 crore or so that year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the 8th CPC, anyone who retired before the new structure takes effect will first have their pension converted to a 7th-CPC-equivalent notional figure, and the new fitment factor gets applied on top of that. Minimum pension currently stands at \u20b99,000 under the 7th CPC; any number floating around beyond that for the 8th CPC is, again, an estimate rather than a decision.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Does the fitment factor apply to state government employees?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Not automatically, no. The central Pay Commission only covers central government staff. Each state runs its own pay committee, studies the central recommendations as one input among several, and separately weighs its own budget before deciding whether, and by how much, to revise state employee pay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some states don&#8217;t even use the &#8220;multiply by X&#8221; convention at all. Telangana&#8217;s Pay Revision Commission, for example, recommended a fitment expressed as a straight percentage increase rather than a multiplier: 7.5%, which employee groups and the opposition at the time argued was far too low against demands for a 43% fitment. It&#8217;s worth knowing both conventions exist, because &#8220;fitment factor&#8221; and &#8220;fitment percentage&#8221; get used almost interchangeably in state-level coverage, and they mean genuinely different things.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">States also tend to move later than the Centre, sometimes by a year or more, because adopting a central-style fitment factor comes with a real budget hit. Karnataka&#8217;s own estimates put the added annual salary cost of a 7th-CPC-style revision at over \u20b915,000 crore, against an existing salary bill of roughly \u20b941,000 crore, which is a fair illustration of why state-level pay revisions rarely move in lockstep with the Centre.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Frequently Asked Questions<\/h2>\n\n\n\n<div class=\"schema-faq wp-block-yoast-faq-block\"><div class=\"schema-faq-section\" id=\"faq-question-1787764211101\"><strong class=\"schema-faq-question\">What is the fitment factor in simple terms?<\/strong> <p class=\"schema-faq-answer\">It\u2019s the multiplier applied to your existing basic pay to work out your revised basic pay whenever a new Pay Commission is implemented.
